The rules of procedure and evidence the Hague Tribunal and international Tribunal has adopted form the vital core of an international code of criminal procedure and evidence that will doubtless have an important impact on the rules of the International Criminal Court (ICC). As groundbreaking as the institutional developments are, the rapid growth of the normative principles of international humanitarian law equals them in significance. Clarifying crimes against humanity is one of the Hague Tribunal's most important contributions.
