In October 1975, Indonesian President Suharto visited Australian Prime Minister Whitlam. According to Shearer, records of this meeting show that Whitlam agreed that East Timor should be integrated into Indonesia. President Ford and Secretary of State Kissinger completed an official visit to Jakarta, during which they probably learned of and endorsed Indonesia's plan to incorporate East Timor. For almost two years, UNTAET established internal structures of governance in East Timor and relationships between East Timor and international decision makers in preparation for East Timor's independence. Some commentators argue that during UNTAET's administration of East Timor, Portugal continued to have a dejure sovereign claim over East Timor. The Timor Gap Treaty proposed to exploit the Timor Gap without meaningful benefits accruing to East Timor. The successions in relation to East Timor demonstrate that the law of state succession and commercial obligations has progressed from the 1978 and 1983 Conferences.
