The key WTO provisions affecting the use of trade barriers to address environmental issues are found in GATT Article XX. The ambiguous relationship between WTO law and other branches of international law raises a broad range of issues. In the trade and environment context, an important issue is how to define the legal relationship between international institutions and agreements in the context of the international legal system to avoid conflicts between trade liberalization and global environmental protection.
