The 1998 Beef Hormones decision was the first decision under the Sanitary and Phytosanitary Measures (SPS) Agreement. The European Union (EU) authorities' interpretation of the Appellate Body Decision in the Beef Hormones case is important in understanding the bases of the EU negotiating position in the realm of agriculture in the New Round. In the view of the EU authorities, the Appellate Body Decision allows the EU to maintain as high a level of protection as it desires, up to and including a zero risk level.
