Tatarstan is prepared to articulate and argue the universal relevance of having fifteen years' experience of convincing Russia in the validity and soundness of her position. But there are still problems of mutual understanding which reflect similar problems on a much larger, world scale. Any meaningful dialogue aimed at facilitating mutual understanding has to allow for attempts to empathize with the driving life philosophy of non-Western nations and see the world from their perspective. Globalization in the contemporary world is a fact, even if in many aspects a less comforting one than was academically forecast. The status of the free economic zone with its tax and customs advantages is already encouraging more foreign investment into the Elabuga economic district: one-third of the thirty functioning enterprises here have a foreign stake in them.
