The rehabilitation of China lies in the solution of the many complicated problems of rural economy of which the most pressing is that of the orgy of taxation. The Chinese peasantry has been mercilessly subject to this taxation for the last few years without any regard for their capability to shoulder it. This article is devoted exclusively to the question of taxation, though it is regrettable that we do not have more statistics at our disposal. The most striking fact of China's finance has been the undue expansion of the military expenditure and the smaller and smaller income of the Government. Indeed the poverty of the Chinese peasantry is a fact known to anyone who takes an interest in the general situation. With such a state of things existing, it is useless to talk of the development of industry and production.
