Chapter Summary

This chapter explores the tensions between those advocating on behalf of refugees and those seeking to further develop the international protection regime on behalf of the internally displaced, and suggests some ways in which to approach these concerns so that the ultimate goal - increased protection for both refugees and internally displaced persons (IDPs) - can be achieved. The chapter examines the natural linkages that can be cultivated between advocates working for refugee and for IDP protection. It is hoped that by reaching a better understanding of the nature of the concerns that surround the relationship between these two systems of protection, one can begin to assess the nature of the possible threats, better plan in order to avoid pitfalls, and move toward the development of a more holistic approach that can acknowledge the role of both in protecting those who are victims of conflict and human rights violations.
