Chapter Summary

The funding arrangements under the ozone regime have been a crucial success to the Montreal Protocol. The success is demonstrated by two examples. First, in terms of the degree with which it has assisted developing countries in phasing out ODS. Second, the Fund has been continually reviewed, refined, and perfected so as to continually meet the needs of the Parties in both procedural and substantive terms. Following the success of the funding arrangement within the ozone regime, there was a clear inference that a similar regime would be created for the climate regime. The FCCC recognizes SIDs, countries with low-lying coastal areas; arid and semi-arid areas, forested areas and areas liable to forest decay; prone to natural disasters; liable to drought and desertification; high urban atmospheric pollution; fragile ecosystems, including mountainous ecosystems; or land-locked and transit countries.
