Annex on Article II Exemptions

Chapter Summary

Due to the heterogeneity of services it was impossible at the time of the adoption of General Agreement on Trade in Services (GATS) to agree on a most-favoured-nation (MFN) treatment clause governing all sectors of services. The Annex on Article II Exemptions does not prescribe conditions. The only conditions Members have to meet are to list the exemptions to the most-favoured-nation treatment clause and to provide the necessary information. This information shall contain the description of the sector or subsector in which the exemption applies; Most of the listed exemptions refer to transport services and to communication services.
