According to Art. XXIX, all Annexes are an integral part of the GATS. Compared with most other services sectors, the telecommunication sector is rather unique since it has a dual role: on the one hand, it is a distinct and increasingly important sector of economic activity. On the other hand, the sector is also the primary underlying means of transport for many other economic activities, such as business services, financial services and tourism services. The Annex Tel. applies to public telecommunications transport networks and services". As telecommunications services provide the underlying transport means for other economic activities, many developing countries find that their overall economic development is handicapped by the lack of efficient and advanced telecommunications infrastructures.
