Chapter Summary

Before telecommunications services can be provided, a lot of investment has to be made in order to establish the network. As such costs are rather high and generally irreversible, governments have in the past entrusted the task of establishing the network to monopoly operators. This chapter provides a set of principles for the Members to follow in formulating their own regulatory frameworks, but does not require the Members to adopt any particular set of ready-made regulations. It stipulates the outcome that should be achieved, but does not specify the means of achieving such outcome. Recognizing the key role of telecommunications services as an infrastructure service in economic development, many countries around the world have imposed universal service obligations on telecommunications operators.
