Reconstruction of the judicial sector and consequently reestablishment of the rule of law is one of the most urgent challenges faced by those delivering technical assistance in post-conflict areas. Post-conflict situations, in spite of the tragedies that have occurred, represent unique opportunity for general population to participate in the rebuilding of the justice sector. Reconstruction of the justice system is a monumental task. By definition the target population is extremely sensitive. Justice sector reconstruction projects necessarily incorporate a significant component of training for the judiciary. The population of a post-conflict country wants and expects a speedy restoration of Justice. Commentators have sometimes referred to the difficulty of promoting democracy and good governance and to the fact that results are far from certain. Donor agencies in particular, acknowledge the fact that 'exporting democracy' is not necessarily welcome everywhere because it may be perceived as conflicting with some local traditions or values.
