Chapter Summary

Article 4 of the Convention on the Rights of the Child (CRC) concerns the nature of States Parties' obligations. The reporting guidelines related to Article 4 as set out by the CRC Committee are used as a basis, together with evidence drawn from concluding observations. UN documents including declarations and plans of actions that relate to children are used to demonstrate different aspects of State obligations. Court judgments at the national, regional and international levels are used to elaborate and illustrate various points. To understand Article 4 in a comprehensive way, it is important to examine aspects that are directly related to the different elements of the Article. Given that Article 4 necessarily relates to most of the other provisions of the CRC, reference is made on occasions to some of these other provisions.
