Chapter Summary

The CRC is primarily addressed to States, who by becoming parties undertake obligations to respect, protect and fulfil the rights to all children living within their territory. It is clear that many developing countries do not have the resources and capacity on their own to secure for all children within their territory an adequate standard of living. Whatever the reasons for this shortcoming, international cooperation and assistance to ensure the rights in a meaningful way is necessary and will have to remain so for a considerable period of time. The CRC Committee has called on all UN and UN-related agencies in their promotion of international cooperation and technical assistance to be guided by the Convention and to mainstream children's rights throughout their activities. Among the agencies most directly involved is the United Nations International Children's Emergency Fund, UNICEF.
