Chapter Summary

The choice of best policies regarding group accommodation in a functioning civil society is a concern. A primary role of any State should be to facilitate the equitable sharing of the economic wealth and social benefits of the nation as a whole. Persons belonging to minorities are also entitled, without discrimination, to enjoy economic and social rights. Article 26 of the Universal Declaration establishes the right to free education, compulsory in the elementary stages, and gave some indications of the content and purpose of education. The challenge is to make use of the standards in a way which combines multiculturalism with interculturalism within an overall concern for human rights and in a way which ensures the development of the child's personality, talents and mental and physical abilities to their fullest potential.
