This front matter section of the book Terrorism and the Foreigner: A Decade of Tension around the Rule of Law in Europe contains the table of contents, foreword, and the introduction. The book traces the developments in the laws and practices of the European Union and five of its Member States (the United Kingdom, Germany, France, the Netherlands, and Italy). The book firstly describes the events which form the backdrop to the analysis offered in the contributions to this book. It then considers the vulnerability of asylum and immigration law to the use of exceptional measures adopted in the wake of specific or potential security threats and the extent to which States’ action is constrained by principles of human rights and refugee law. Finally, it highlights how various responses to security threats were articulated at the European and national levels.
