Chapter Summary

The measures that have been adopted within the framework of the implementation of the Tampere milestones during the subsequent five years as well as more recently within the framework of the implementation of the Hague Programme have been numerous. This chapter highlights those measures that are closely linked with, and most comprehensively illustrate, the content of the emerging European migration policy. It presents the key legislative developments inasmuch as the management of migration flows and the fair treatment of third country nationals are concerned. The chapter provides a general presentation of other related issues and seeks to place migration in its broader contextual setting. It also presents more recent developments stemming from the implementation of the Hague Programme. One of the areas where most of the attention was focused in the post-Amsterdam era was the fight against illegal migration and the formation of a European return policy.
