Chapter Summary

NHRIs in the Asia-Pacific region are also increasingly active in providing the public with information on the work of the international Treaty Bodies (TBs) and, in the limited number of cases where this is possible, assisting individuals in submitting complaints to the relevant TBs. NHRIs can play an important role in ensuring that the TBs’ concluding observations and recommendations are made known to the general public and appropriately responded to by governments. The Commission on Human Rights has established several types of “Special Procedures” to assist it in discharging its mandate. These include: Special Rapporteurs, Special Representatives, and Working Groups. Following submissions drawn up by the High Commissioner’s Special Advisor and representations by the HC to the Chair of United Nations Commission On Human Rights (CHR), in 1998 NHRIs were allocated a separate section in the CHR conference room designated “National Institutions".
