The Advisory Opinion on the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory (OPT) handed down by the ICJ on 9 July 2004, and endorsed by 14 judges with only one dissenting vote, is a milestone in the Court's case-law. The Advisory Opinion has served to confirm the central responsibility of the political organs of the United Nations for the Territory. The international status of Palestine flows first from the Territory's former status as a Class A Mandate detached from the Ottoman Empire and placed in 1922 under the League of Nations mandate system with Great Britain as the Mandatory Power. The Court declared that the construction of the wall in the OPT, was in breach of international law and that Israel was under an obligation to terminate its breaches of international law by ceasing construction of the wall and dismantling the existing structures.
