Chapter Summary

Among the Spanish legal advisers, Santiago Martínez Caro published an Article in 1968 with similar characteristics, on the origins and development of the International Legal Advisory Service of the Ministry of Foreign Affairs (AJI). The functions of an international legal adviser are varied and numerous, and the advisers who have written about their work usually describe it in detail, not exempt from a degree of complacency. An adviser must follow attentively the discussions of the International Law Commission (ILC) as contained in its annual report and the reports of the special rapporteurs on each of the subjects being studied, and convey the opinion of his government to the Sixth Committee of the General Assembly. Globalisation also affects the work of an adviser as the representative of his government in the codifying and progressive development of international law (IL).
