The emergence of a large number of international organisations, both global and regional, has given rise to new forms of legal advice. The work of the legal adviser in the European Union (EU) institutions presents some important peculiarities in this connection. It is generally understood that legal opinions comprise assessments of points of law, calling for the appropriate intellectual examination to interpret the legal rules and general principles of law and apply them correctly. Written legal opinions may bear different names, according to the organisation or institution concerned and also within one and the same organisation or institution. The confidentiality of legal opinions is expressly covered by Article 4 of Regulation 1049/2001 regarding public access to European Parliament, Council and Commission documents. The lawyers of international organisations are also usually associated with work relating to the simplification of the law.
