Chapter Summary

In examining the nexus between human rights and policing, it is important to take into account the relationship between the various policing functions. The significance to police of measures to combat discrimination on grounds of race, and intolerance and discrimination based on religion or belief has already been referred to above. These, and measures to deal with discrimination against women, also significant to police, are embodied in various Declarations, Conventions and Protocols. This chapter explains provisions of international human rights instruments affecting the exercise of police powers to use force and to deprive people of their liberty, as are those relevant to the investigation of crime and the policing of armed conflict and internal disturbances and tension. These instruments have been developed through the work of the United Nations Congresses on the Prevention of Crime and the Treatment of Offenders.
