This introductory chapter provides an overview of concepts covered in this book, which is about ethnic discrimination in employment. The book is about a kind of discrimination often termed systemic, structural or institutional discrimination. It is about the difficulty and limits in addressing systemic discrimination in employment through traditional complaint-based approaches to antidiscrimination, and it searches for a rational government policy response to systemic ethnic discrimination in employment. In doing so, the book evaluates selected legal regimes that impose proactive obligations on employers to promote equality at the workplace.
