Chapter Summary

This Chapter presents the Housing and Property Directorate (HPD) in terms of its organizational and administrative structure and its relationship with external stakeholders. It considers funding arrangements, and the challenges and difficulties posed for its operations as a result of the scarcity of funds and cumbersome administrative procedures. The chapter also sets out the HPDs institutional structure and considers the overall cost effectiveness of the process. Funding was throughout the institutions years of operations the single biggest and most difficult challenge, and funding shortages consistently plagued the HPD. The HPD devised an effective Outreach Programme which focused on an accurate claim intake and on making the process accessible to all potential claimants. This was achieved through the establishment of an extensive network of offices in Kosovo and throughout Serbia, fYROM and Montenegro, and by organizing numerous public information campaigns.
