Chapter Summary

The Housing and Property Directorate (HPD) and Housing and Property Claims Commission (HPCC) were impartial, neutral and independent bodies which were mandated to achieve an efficient and effective resolution of claims concerning residential property and provide durable solutions to Kosovos housing crises. The HPD/HPCC process benefited from the support of the PISG and the Governments of the Federal Republic of Yugoslavia; the Republic of Serbia, and the Republic of Montenegro. The early development of an institutional framework for coordination among the actors responsible for return is also essential to the return process. Cooperation and collaboration among the various actors to coordinate assistance in the area of return is indispensable to achieving sustainable return.
