Chapter Summary

It was a triumph for international diplomacy when on August 4, 1993, the Arusha Peace Accords between the Rwandan government and the Rwandan Patriotic Front (RPF) were signed. The Arusha Peace Accords consisted of a Peace Agreement, a Ceasefire Agreement and five additional Protocols. It asked for an International Neutral Force that would &t;guarantee the overall security of the country&t; and would &t;assist in the tracking of arms caches,&t; but the mandate of United Nations Assistance Mission for Rwanda (UNAMIR)-as laid down in the Security Council resolution-only stated that UNAMIR would &t;contribute to the security of the city&t; The mandate as set out in the SC resolution was further defined in specific regulations. The two most important regulations were the rules of engagement (ROE) and the &t;operational procedure for the establishment of the weapon-free zone in Kigali&t;.
