Chapter Summary

During his first weeks on the ground, it became clear to General Roméo Dallaire that this was not going to be a classic peace-keeping mission that was installed with the full consent of parties who were committed to the peace agreement. On December 3 Dallaire received the most serious and threatening warnings of that month. He received a letter from a number of senior officials of the FAR. The letter spoke of a certain &t;Machiavelli plan&t; and elaborated upon the killings in Kirambo, Mutura and Ngenda, stating: &t;Other massacres of the same kind are being prepared and are supposed to extend to all of the regions of the country, commencing with the regions said to have a strong concentration of the Tutsi ethnic group.&t; On January 6, the day after the failure to install the broad based transitional government (BBTG), the Security Council conducted its first assessment of the mission.

Keywords: broad based transitional government (BBTG); early warnings; Machiavelli plan; peace-keeping mission; Roméo Dallaire; Tutsi ethnic group
