Chapter Summary

The Assembly invites the Council to consider whether any additional measures may be practicable for carrying out the purposes of the annexed Protocol and to furnish the Seventh Assembly with a report. A record of the signatures to and ratification of the annexed Protocol will also be placed on the agenda of that Assembly. The draft Resolution mandated that the Protocol be “immediately” open for signature despite the fact that Delegates would not have had Full Powers, nor the instructions from their governments to undertake such an act. Further, the draft resolution acknowledged that this was not the final word, but that the League’s Council might “consider whether any additional measures may be practicable to carrying out the purposes of the annexed Protocol”.
