Chapter Summary

This chapter assesses the coherence of the ICTR Completion Strategy and the extent to which it contributes to the realization of the ICTR's mandate. Some of its objectives include identifying the United Nations' objectives for the development of the strategy, establishing the characteristics of the development process, ascertaining whether the strategy involves all the relevant stakeholders, assessing whether the strategy was imposed on the Tribunal or whether its design was based on a genuine need, assessing the level of achievement of the strategy's goals and identifying possible impediments to the smooth and successful implementation of the strategy. The chapter sets out what the literature says on some of the issues and topics. It further focuses on the formulation and development of the ICTR strategy; and then deals with issues related to the implementation of the strategy.
