Chapter Summary

This chapter seeks to place some markers on the road to the development of preventive human rights strategies. It shows that the following elements would deserve priority attention in the development of preventive human rights strategies: national preventive strategies; the concept of preventable poverty; regional preventive strategies; international preventive strategies; and non-governmental preventive strategies. The concept of preventable poverty, in the submission, requires that for all countries there be monitoring of situations of extreme poverty and national strategies to tackle them. Regional and international assistance should be targeted to such situations as a matter of priority. Through preventive approaches, the human rights movement would embark on a new frontier of human rights action, a frontier that is also increasingly being emphasised when it comes to issues of international peace and security. The human rights movement must rise to that challenge.

Keywords: international preventive strategies; national preventive strategies; non-governmental preventive strategies; preventable poverty; preventive human rights strategies; regional preventive strategies
