Chapter Summary

In 1997, Cambacropolis officials, in conjunction with the EJN equal justice now, established the Cambacropolis Civilian Review Board, which was responsible for reviewing policies of the Cambacropolis Police Department and overseeing the actions of the Office of Professional Responsibility of that Department. Article 4(1) of the Convention that the right to life be &t;protected by law&t;, coupled with the general obligation in Article 1 of the Convention to act positively to &t;ensure&t; the rights guaranteed in the Convention, means that States Parties must take adequate steps in their law and practice to safeguard human life. Article 13 establishes the responsibility in accordance with domestic laws to ensure &t;a) respect for the rights or reputations of others; or b) the protection of national security, public order, or public health and morals&t;.
