2005: Blanco et al. v. Republic of Belor Hypothetical Case

The topic for the Competition's tenth year focused on Belor's attempt to respond to the terrorist bombings of its embassy in New Atria, a country that is not a Member State of the Organization of American States (OAS), which resulted in an internal armed conflict in Belor against the group known as the &t;Scorpions&t;. In an effort to stem any further terrorist activities, Belor passed sweeping legislation that monitored the activities of particular religious and ethnic groups. Individuals suspected of being involved in the bombings were arrested under the new legislation, and were transported to New Atria to be tried by Beloran military judges on New Atrian soiL.
