Chapter Summary

The Codex Alimentarius Commission (CAC) is the world's principal international food standard-setting body. The Commission has two primary objectives: protecting the health of consumers and ensuring fair practices in food trade. Membership on the Commission confers no duties on a state, but allows a state to fully contribute to the development of the standards. All Codex member states are invited to participate, but committee attendance is not restricted to members. Sufficient financial capacity is vital for Codex to carry out its mission, but Codex also depends upon the scientific capacities of its parent organizations. Codex efforts to ensure fair trade through harmonization of food standards also reduce the transaction costs for international trade. After adoption of the Sanitary and Phytosanitary Measures (SPS) Agreement, there has been increased awareness and pressure on delegates to consider the long term strategic implications of proposed standards.
