Chapter Summary

Since it was set up in 1977, the Administrative Commission for the Río de la Plata established by the Treaty has developed its activity without interruption. The Agreement on Privileges and Immunities between CARP and Uruguay was approved on 14 December 1987. The Treaty provisions on Navigation establish the riparian States' reciprocal right to freedom of navigation, permanently and in all circumstances. This chapter considers the issues that are of greater relevance to the Administrative Commission, comprising navigation, pilotage, and port facilities, unloading and additional loading. The communications infrastructure consists of a port and an airport. The Treaty includes provisions concerning pollution in the Río de la Plata - which very clearly point out the riparians' concern for water quality and the duty they are commended to ensure its preservation. The Treaty neither entrusts delimitation nor demarcation functions, and as a consequence the corresponding cartography, to the CARP.
