Chapter Summary

The introduction chapter of the book deals with Río de la Plata, which possesses certain features and scientific description that enables the determination of its source and mouth, flow, amount of sediment, depths, quality of waters, fauna and flora that inhabit it, among other elements. The wide maritime space, which is its natural continuation, lacked delimitation and a regime that enabled its utilization and exploitation of its resources by Argentina and Uruguay. The legal regulation of the Río de la Plata was to be accompanied by the delimitation and regulation of the use of adjacent maritime zone, known as maritime front. Treaty of the Río de la Plata provides structural legal framework for multiple uses and activities and the period in force enables a hindsight look at the effectiveness of its provisions and application modes.
