Chapter Summary

This chapter aims to assess the development impact of the massive international labour migration in the Philippines. In the chapter, the analysis is limited to international labour migration and emigration for permanent settlement. Going beyond mere economic understanding of the concept, human development is about enlarging people's choices by means of building human capabilities. This can be achieved by assuring people of the following ideals: 'to lead long and healthy lives, to be knowledgeable, to have access to the resources needed for a decent standard of living and to be able to participate in the life of the community'. The chapter highlights the lessons for African countries which can be drawn from the Philippine experience. There are indeed some feasible policy recommendations addressed to the different stakeholders in the countries of origin.
