Chapter Summary

This chapter examines a variety of efforts to improve cooperation and information sharing. It also examines the United States' efforts at intra-governmental information sharing and cooperation and then looks at international efforts at improving cooperation like the US-Canada-Mexico Security and Prosperity Partnership, SUA, the Container Security Initiative, and the Proliferation Security Initiative. The chapter discusses primarily US efforts at public-private cooperation by examining efforts such as the US Coast Guard Department of Homeland Security's maritime security advisory committee system, and the Customs-Trade Partnership Against Terrorism. It examines the gaps in the system, where more cooperation and information sharing is necessary, particularly with regards to the risks presented by small vessels. It concludes by emphasizing the utility of the ACCP (Authorities, Competencies, Capabilities, and Partnership) model for planning purposes, as well as an analytical construct for actual case management during an incident.
