This front matter section of this book contains the Table of Contents, List of Maps, the Preface and an introduction. This book contains the proceedings of the conference organized by UNESCO to assess its normative and take stock. The emphasis on the normative function in the UNESCO Constitution may stem of the activities the International Institute of Intellectual Cooperation (IIIC), Non-governmental institution created under the aegis of the League of Nations in 1926 had conducted during his twenty-one years old. The goals set out in the UNESCO Constitution are achieved when, as Formula A. Dell'Oro Maini, "it is the Member States themselves who, after having taken the initiative to propose a text in of the General Conference, ensure the implementation of its provisions, and thus, the implementation of the fundamental principles underlying the Organization ".
