Chapter Summary

Standard-setting represents one of the main constitutional functions of UNESCO and an important tool for realizing the goals for which the organization was created. This chapter presents the protocol 1 annexed to the Universal Copyright Convention adopted by the Conference for revision of the Universal Copyright Convention convened by UNESCO concerning the application of that Convention to work of stateless persons and refugees. The protocol was adopted by the Review Conference of the Convention convened in Paris, on July 24, 1971. The development of international rules is one of the main functions of UNESCO.
