Chapter Summary

This chapter talks about the United Nations standard minimum rules for the administration of Juvenile Justice (The Beijing Rules), which is adopted by the General Assembly of the United Nations, on 29 November 1985. These rules shall be implemented in the context of economic, social and cultural conditions prevailing in each Member State, and shall be applied to juvenile offenders impartially, without distinction of any kind, for example as to race, colour, sex, language, religion, political or other opinions, national or social origin, property, birth or other status. The rules are deliberately formulated so as to be applicable within different legal systems and, at the same time, to set some minimum standards for the handling of juvenile offenders under any definition of a juvenile and under any system of dealing with juvenile offenders.
