Chapter Summary

This chapter opens with two quotations which indicate the situation in post-war Iraq. This chapter describes the lessons learned from the experience by describing and illustrating, within the context of the Iraq War 2003, the practical task of law enforcement and the maintenance of law and order in the aftermath of an international armed conflict. It deals with the planning of an operation, the training of the troops to be deployed, the treatment and selection of prisoners, nation-building, and the financial implications of a peace support operation (PSO). Training combat soldiers for both combat and law and order takes exceptional skill by the soldiers to operate under two different regimes either simultaneously or sequentially. The guidance required by their superior officers is considerable, and such guidance must be easily understood to avoid confusion and protect the soldiers from litigation.

Keywords: international armed conflict; Iraq War; law and order; law enforcement; nation-building-practical difficulties; peace support operation (PSO)
