This chapter provides a perspective on legal and economic dimensions of commercial gaming industries in the European Union-with specific emphasis on the casino industries in Europe-in comparison to similar industries in other parts of the world. It examines observations that were put forward by the author and others in the report, "Study of Gambling Services in the Internal Market of the European Union." That study addressed the legal and economic challenges confronting the commercial gaming industries within the European Union in the early 21st century. The chapter addresses the casino sector in the European Union and discusses the implications of greater competition for this particular sector as part of the broader question: "What would happen in the European Union if the legal rules that govern competitive conditions change?" Various Member States declare as a matter of policy that private profit is not a justifiable outcome of casinos.
