Chapter Summary

This chapter looks into the object of the protection of the minority treaties, i.e. the sense of the term ‘national minority’ which can be deduced from conventional practice. It discusses multilateral texts with a general scope of application, multilateral texts with a European scope of application. The chapter cites the Berlin Conference (Potsdam), Convention on the Prevention and Punishment of the Crime of Genocide, and International Convention on the Elimination of All Forms of Racial Discrimination, among other treaties. Texts adopted in the framework of the Council of Europe are also cited and discussed.
