Chapter Summary

This chapter tackles the complex issue of the prognosis of the European Union (EU) in the world trading system and provides a view into the near future for finding better ways to use EC trade policy in global context. It analyses the EU Constitutional Treaty on EU trade policy as a background for understanding the EC's present role in WTO framework. The chapter explores a clear tension in decision-making processes of EC commercial policy, and analyses the criticism the EU has received for its commercial policy: that it is unable to negotiate without internal agreement and incapable of negotiating with one voice, due to a constraining mandate. It concludes that the role of the national Parliaments of Member States and the European Parliament should grow in order for the EU Constitutional Treaty to be part of the optimal solution to the trade-off of efficiency versus accountability in trade policy decision-making.
