Chapter Summary

European Union (EU)'s general enlargement policy basically started with the formulation of the 1993 Copenhagen criteria and the formal proclamation of a "pre-accession strategy" at the December 1994 Essen European Council. The 1993 Copenhagen European Council not only clarified the conditions for accession but also agreed that co-operation with the associated countries would be "geared to the objective of membership". The innovative nature of the multilateral dialogue and worries about the legal implications of bringing the Central and Eastern European Countries (CEECs) into Council meetings implied that the consolidation of the structured relationship took some time. The pre-accession efforts envisaged by the Essen European reorientation of the PHARE assistance programme. Taking into account the security dimension of EU enlargement, the promotion of good neighbourly relations between the associated countries themselves and with their immediate neighbours was also regarded as an important aspect of the pre-accession strategy.
