Consequences for the Internal Legal Order of the Baltic States

Chapter Summary

An analysis of the developments during the first years after enlargement seems to indicate that the remaining tensions between the Baltic States and Russia do not necessarily have a negative impact on the evolution of the EU-Russia Strategic Partnership. The negotiation of a Strategic Partnership Agreement will be a significant test case for the new approach to EU-Russia relations after enlargement. In comparison to the previous situation, the intention to come up with a more balanced approach is re ected in the Common Spaces' agenda and in the new Northern Dimensions concept. The impact of the EU on the remaining issues is not unambiguous. With regard to the situation of the Russian-speaking minorities in Estonia and Latvia, the Race Equality Directive forms an important anti-discrimination landmark but problems of implementation and the lack of provisions on language discrimination limit its significance.
