Chapter Summary

Apart from the constitutional amendments related to the transfer of sovereign rights, discussed in the context of the EU accession referendums (cf. supra), European Union (EU) membership also involved significant amendments to specific articles of the Baltic States' constitutions. The relevant constitutional law, which basically amended the 1996 constitutional law on the application of Article 47 (2), was adopted on 20 March 2003 and lays down a clear non-discrimination provision. The granting of voting rights to non-citizens has also been suggested in the concluding observations of the UN Human Rights Committee and in declarations of several high-level representatives of the Council of Europe and non-governmental organizations. Taking into account the dynamic nature of the European integration process, EU membership continues to affect the constitutional framework of the Baltic States after the date of accession.
