Chapter Summary

The Migrant Integration Policy Index (MIPEX) provides an innovative contribution to benchmarking through offering a quantitative evaluation of anti-discrimination law and policy in relation to race/ethnicity, religion/belief and nationality. This chapter examines the results from the 2007 MIPEX, with a view to evaluating the trajectory of national law and policy in this field, and to reflect on the challenges posed in applying benchmarking to anti-discrimination. In keeping with the structure of MIPEX, four themes are examined: definitions and concepts; the fields of application; enforcement; and equality policies. MIPEX also provides an aggregate analysis of national performance on anti-discrimination according to a 100-point scale. The discussion in the chapter reveals a pattern where the basic definitions and scope of national legislation are often in tune with the European benchmark, but domestic practice remains variable in the domains of enforcement and equality policies.
