Chapter Summary

This chapter discusses the strand on political participation of the Migrant Integration Policy Index (MIPEX). After having discussed the general topic of political participation of foreigners, it focuses on the choice of indicators in MIPEX. Subsequently, the chapter analyses some of the results of the MIPEX exercise with regard to political participation of third country nationals (TCNs). Electoral political participation entails participation in elections (including referenda) and participation in the system of representation linked to democratic state institutions on different political levels. The chapter assesses to what extent EU Member States allow for and stimulate both electoral participation and non-electoral political participation of TCNs. It tries to measure the degree of openness for political inclusion of foreigners. The chapter also reflects on the issue of political participation of non-nationals and the broader challenge of political participation of ethnic minorities.
