Chapter Summary

Special procedures contribute to the containment and mitigation of situations of gross violations of human rights in a variety of ways. This chapter discusses the transmittal of complaints to Governments, and Visits on the Spot in detail. Country visits represent an essential feature of the special procedures system. They provide a unique opportunity for direct contacts and dialogue both with Government officials and representatives of the civil society and a possibility to assess concretely the human rights situation in a given country. Requests for visits are either initiated by the experts or by the Human Rights Council in resolutions. The visits are normally organized in coordination with the UN Country Team, led by the UN Resident Coordinator or the UN Information Centres. The chapter finally shows the painstaking efforts of the special procedures mandate holders to act for the protection of those at risk of serious violations of human rights.
